SEEPAD Regional Conference
The South Eastern European Partnership
on Accountancy Development (SEEPAD) organizes its first Regional Conference
in Romania, Bucharest with the theme „Public-private partnership for accountancy
and audit development in the South-eastern European Region” during 25-27th of
August 2005.
Starting from the provisions of the South-eastern European
Agreement for Reform “Investments, Integrity and Economic Growth”, a key component
of the Stability Pact for South-Eastern Europe, having as objective supporting
and strengthening the cooperation among the countries of the South-eastern region
and also starting from the provisions of the White Charter of Corporate Governance
in South-Eastern Europe issued under OECD’s auspices, Charter that comprises
references to the improvement of the regulations in the accounting and audit
areas, to the significant improvement of the quality and of the powers of the
audit and accounting professional organizations and to the training of accountants
and auditors in the region, the regional organization SEEPAD was established
(South Eastern European Partnership on Accountancy Development).
According to its Charter, SEEPAD has as main goal the development
and strengthening of the accountancy and audit profession’s standing through
the national professional associations and promoting the implementation and
use of professional international standards and ethics issued by the International
Federation of Accountants (IFAC) and by the International Accounting Standards
Board (IASB).
The following professional organizations are members of SEEPAD:
Albania, Bosnia – Herzegovina, Bulgaria, Croatia, Macedonia (FYR), Moldova,
Romania, Serbia and Montenegro to which Greece and Turkey were added and Ukraine
and Kosovo are following the procedures for their accession in SEEPAD.
SEEPAD, as regional organization of the accountancy profession,
is headquartered in Bucharest, and after a first mandate during which the presidency
was held by the representative of the Association of Expert Accountants and
Auditors from Serbia - Montenegro, presently the presidency is assured by the
President of the Body of Expert and Licensed Accountants in Romania for a period
of 2 years.
Starting from the necessity of unifying the efforts of all
empowered factors in our countries, in order to promote reforms in the accountancy
and audit areas, SEEPAD’s General Assembly that took place in Sofia in June
2004, has decided the organization of a Regional Conference where all governmental
institutions interested in accountancy and audit and all professional specialized
organizations could attend.
At the regional Conference that will take place in Bucharest
in the period of 25-27th of August 2005, the following themes of high interest
for the South-Eastern European area will be debated:
„Difficulties in Introducing the International Accounting and Auditing Standards”;
„The Role of the Public and Private Partnership in Accomplishing the Accounting
and Audit Reforms”; „ IFRS for SMEs in the South-Eastern Europe Countries” and
a Round Table having as theme: „The Stage of the Introduction of the International
Accounting and Audit Standards in the Member States” (presentations of the representatives
of public and professional bodies from the countries of SEEPAD members).
Together with representatives of professional organizations
of SEEPAD member countries, we will have present in the debates, representatives
of public institutions of the South-Eastern European Countries, representatives
of the professional organizations of Central and Western Europe and also representatives
of the International Federation of Accountants (IFAC), of the Federation of
European Expert Accountants (FEE), of the World Bank, of ACCA, USAID, Carana
Corporation, of the Federation of Mediterranean Accountants (FCM) and others.
