SEEPAD Third General Assembly
 

The Third SEEPAD (South-Eastern Partnership on Accountancy Development) General Assembly meeting was held in Sophia, the Republic of Bulgaria on June 9th and 10th, 2004. The Assembly was attended, among member-bodies from Albania, Bulgaria, Greece, Macedonia, Moldova, Republic of Srpska, Romania, Serbia and Montenegro, by IFAC (International Federation of Accountants), French Association of Professional Accountants, Association of Chartered Certified Accountants (ACCA) from Great Britain, United States Agency for International Development (USAID) representatives, as well as by the managers of the World Bank accountancy development projects.

After reporting on current and the last year activities, the Assembly members analized SEEPAD operations and results. It was estimated that the assignments envisaged by the plan for 2003/2004 were accomplished, and the conclusion that activities towards harmonizing and developing regional profession should be persisted was adopted.

ACCA requirement for admission to SEEPAD membership was accepted at the Assembly and a ceremonious Memorandum of Understanding signing was performed by SEEPAD and ACCA representatives, for the purpose of launching accountancy development and professional education projects. ACCA executive, Mr. Allen Blewitt has thereupon presented the plan on harmonizing accounting education and continuous professional education on the regional level with IFAC standards and United Nations Conference for Trade and Development (UNCTAD) guidelines.

Inititative of French Association of Professional Accountants for admission to SEEPAD full membership was welcomed and accepted. A representative of the french profession, Mr. Des Rober, has presented a proposal of the Eight European Union Directive, which regulates audit procedure, necessary requirements that audit firms have to comply with, as well as control of professional accountants performance quality. Within regional cooperation program, approved by the Republic of France Government, the french organization will, in cooperation with professional organizations from the region, start off the project of establishing and developing quality control program, for the final purpose of constituting regionally harmonized and recognized quality control program, which should significantly increase the level of professional accountants performance quality in all the member-bodies countries.

The representatives of the World Bank, USAID, as well as of consultancy firms Bearing Point and Carana, have also presented their projects of improving accounting education and harmonization for the purpose of accounting profession globalization, confirmed their support to all SEEPAD activities and expressed their willingness to participate in SEEPAD operations more actively in the nature of associate members. SEEPAD Assembly members have estimated in a positive sense and accepted these proposals and projects.

The manager of IFAC Education Sector, Miss Claire Egan have presented IFAC Education Standards and IFAC`s Harmonization Program, with an emphasis on the Education Standard no. 7 - Continuous Professional Development, which proscribes an obligation of continuous education for all professional accountants, whether from public practice or from private and public sector (Power Point Presentation). During 2004/2005 SEEPAD will, in cooperation with IFAC, organize two international seminars on the topic of professional education, continuous training and practical accomplishments of the requirements established by International Education Standards.

The development of activities on harmonizing accounting profession in the region was assessed positively, as well as billateral agreements on mutual recognition of accounting vocations, signed by SEEPAD member-bodies.

New two-year plan of activities was adopted, which stipulates intensification of activities on promoting and developing foremost efficient quality control programs. Since most of the member-bodies have already started activities on introducing quality control in their countries, it was decided that, for the purpose of more rapid implementation, two international seminars aimed at quality control, should be held.

Among the further Assembly activities, we must mention regular election of SEEPAD magistrates, Council members, as well as of working bodies members. For the function of SEEPAD President, there was elected hitherto vice-president, Mr. Toma Marin, Ph.D. (Association of Professional Accouantants of Romania), and for the function of vice-president Mr. Dimitri Jeliazkov (Institute of Chartered Public Accountants of Bulgaria); for a treasurer there was nominated Mr. Romeo Mitri (Association of Chartered Public Accountants of Albania). Mr.Pero Skobic was given an appreciation for successful activities during the previous two years mandate in the function of SEEPAD President. On this occassion Mr.Pero Skobic was delivered SEEPAD Council Plaquete, as a recognition for developing SEEPAD, as well as an acknowledgment from ACCA for accountancy profession development.
